What changes on 13 November 2026?
WorkSafe states that, during the transition, electrical workers may use AS/NZS 3000:2007 with Amendments 1 and 2, or AS/NZS 3000:2018 with Amendments 1, 2 and 3. From 13 November 2026, its guidance requires AS/NZS 3000:2018 with Amendments 1, 2 and 3.
The 2018 Wiring Rules can therefore already be used. November marks the end of the general transition, not the first opportunity to specify a board to that basis. For work spanning the changeover, confirm the applicable regulatory and transitional provisions with the project designer and certifying electrical worker before manufacture.

Which AS/NZS 61439 editions are referenced?
MBIE’s Building CodeHub identifies AS/NZS 61439.1:2016 and AS/NZS 61439.2:2016 as references in AS/NZS 3000:2018. These should not be confused with the subsequently published 2026 editions.
- Part 1: general rules for low-voltage switchgear and controlgear assemblies. It is not used alone to establish conformity.
- Part 2: specific requirements for power switchgear and controlgear assemblies, relevant to industrial main switchboards and MCCs within its scope.
Select the relevant assembly part for the actual application. Do not assume that every distribution board, installation or modification has an identical compliance pathway.

Do the published 2026 editions automatically apply in NZ?
No. A publication date is not a New Zealand regulatory commencement date. WorkSafe explicitly distinguishes standards updates from the versions required under NZ regulations. The November Wiring Rules transition should not be described as making AS/NZS 61439:2026 automatically mandatory.
If a consultant or client expressly specifies a 2026 edition, resolve that requirement with the manufacturer alongside the applicable NZ regulatory basis. Record the agreed edition and verification requirements in the specification and quotation. Do not silently substitute editions.
What should a switchboard specification include?
For a useful, comparable quotation, send the following with your single-line diagram:
- Standards: the assembly standard, part and edition, plus the installation design basis.
- Electrical duty: supply voltage, frequency, load schedule and required current ratings.
- Fault conditions: prospective short-circuit current and the protection arrangement, with the required withstand or conditional rating clearly identified.
- Environment: indoor or outdoor location, temperature, contamination, moisture and enclosure protection requirements.
- Access and separation: operating and maintenance access, required form of internal separation and cable-entry arrangements.
- Verification: the design-verification evidence and completed-assembly verification records required for handover.
- Project constraints: dimensions, transport access, shutdown windows, witness testing and delivery dates.

Agree the evidence before the board is built
Ask the manufacturer to explain how the proposed assembly configuration is supported by design-verification evidence, and which routine-verification records will accompany the completed board. Agree any additional factory acceptance testing and witness requirements in advance. A generic platform brochure should not be the only document requested for a project-specific assembly.
For an existing board, define whether the scope is maintenance, a component retrofit, an extension or a replacement. Arrange an assessment of the existing assembly and proposed changes rather than assuming the publication of a new standard requires wholesale replacement.
